Keep Coloradans Covered

The Department of Health Care Policy & Financing (HCPF) estimates that more than 325,000 current members will no longer be eligible for Medicaid coverage following their annual eligibility review. These eligibility reviews will be done in the anniversary month of when the member enrolled. For instance, if a member enrolled in July, their eligibility review will take place in July 2023.

If a current member’s circumstances have changed since enrollment - such as starting a new job that might put them over income for Medicaid - they should begin researching other insurance coverage options to avoid becoming uninsured and the devastating consequences that can follow.

Beginning in April 2023, the income eligibility limits have been increased to account for inflation. While a household may be over-income for Medicaid, it’s possible the children in that household could be covered by Child Health Plan Plus (CHP+). CHP+ also covers pregnant women throughout pregnancy and delivery and for 12 months postpartum.

Other Coverage Options

If someone no longer qualifies for Health First Colorado or CHP+ coverage, they may qualify for reduced-cost health insurance coverage through Connect for Health Colorado. Losing Health First Colorado or CHP+ coverage is a “qualifying event,” which means they can apply for health insurance through Connect for Health Colorado during a special enrollment period.

Assistance enrolling in Connect for Health Colorado coverage is available from Connect for Health Colorado’s network of certified assisters and brokers. Coloradans can enroll in a plan during their special enrollment period and find local enrollment assistance by calling the Customer Service Center at 855-752-6749.

Another option is that Medicaid members may qualify to be added as a dependent to another family member’s health insurance plan, such as a spouse, or a parent if the person is 25 or younger. If someone meets these criteria, they should talk with their spouse or parent as soon as possible to avoid a gap in coverage.

If a Medicaid member is eligible for Medicare and needs a plan or has any questions about Medicare, they can contact the Colorado State Health Insurance assistance Program (Colorado SHIP - a Medicare assistance program) at 888-696-7213.

Employers and Medicaid Providers

HCPF encourages employers across the state to proactively remind their employees about any health coverage options their organization may offer and how to apply. When a person no longer qualifies for Health First Colorado or CHP+ coverage, it is typically allowed for that person to join an employer’s plan; however, people should check with the employer on specific rules and time limits.

Health care providers and others who provide support services to Medicaid members should remind their Medicaid customers to look for and complete their Medicaid renewals this year and seek other coverage options if they no longer qualify for their current coverage. HCPF requests the health care industry to work together to make sure we keep Coloradans covered by getting them connected and enrolled into affordable health coverage options.

Your health care coverage is important to us. Because you no longer qualify for Health First Colorado or Child Health Plan Plus (CHP+) coverage, we want to let you know that you may have other coverage options available to you. If you or a family member are employed, your employer may offer a health plan option for you; if you are age 25 or under, you may be able to be covered on your parent’s plan. Check with your employer to learn more about rules and deadlines.

You do qualify for a special enrollment period to sign up for a health insurance plan, AND you may qualify for reduced-cost health insurance through Connect for Health Colorado, which is the state’s official health insurance marketplace.  Depending on your income and household size, you may qualify to have very low or no monthly premiums, plus health care discounts on co-pays, deductibles and prescriptions. 

[RAE/MCO name] has plans available on Connect for Health Colorado’s marketplace that may include access to your current health care provider.  If you need help understanding your health coverage options or finding a plan that allows you to keep seeing your current provider, you can get free help from a certified enrollment expert either in person in your area or virtually.

They can help you apply for financial help for premium costs and review plans that meet your health needs and your budget.
